Today I announced my proposed budget to strengthening and changing the future of San Francisco
— London Breed (@LondonBreed) May 31, 2023
- Creating a clean and safe City
- Restoring Downtown’s economic recovery
- Tackling homelessness, mental health, and addiction. https://t.co/jRMHpE8CLt -
San Francisco must be a city that leads on safety and justice.

This means police on our streets. Community ambassadors across our City. A DA with the tools to hold people accountable. My budget delivers resources in all of these areas, including hiring 220 more officers. pic.twitter.com/ZodzZ4zD9s -
We are changing the conversation around public safety. We are embracing reform and investing in alternatives to policing, all while showing support for our police officers. In the last 6 months, applications to SFPD have reached 2018 levels. That’s improvement we can build on. pic.twitter.com/Un4zRAc2eS

SF is a City built on innovation and a thriving economy. To fill our Downtown & fund services we all rely on, my budget reforms our tax laws to:
— London Breed (@LondonBreed) May 31, 2023
-Attract new businesses
-Stabilize existing businesses
-Fill vacant sublease space
-Eliminate fees for small businesses opening pic.twitter.com/VybxLOFBwA -
Right now, our office vacancy rate is over five times as high as it was prepandemic. We have to change our laws to reflect that reality.

We have an incredible opportunity – with biotech, greentech, AI and more -- to continue to lead in innovation and be an economic engine. pic.twitter.com/XBjfUjVKdS -
We are also investing in my Roadmap to Downtown’s Future - safety, clean streets, arts, entertainment, and street activations. Let’s make Downtown more dynamic and more than just a 9 to 5, Monday to Friday neighborhood. https://t.co/I6lwYrBvME

This budget supports changing the conditions in our neighborhoods. That starts with ensuring that people have a safe and affordable place to call home. Over the last 5 years, we’ve added more shelter and housing, which helped our recent 15% reduction in unsheltered homelessness. pic.twitter.com/DjH7oX4zQW
— London Breed (@LondonBreed) May 31, 2023 -
My budget builds on that progress by adding more shelter, more housing, and more homelessness prevention support – putting us at: -3,956 Shelter Beds
— London Breed (@LondonBreed) May 31, 2023
-15,050 Housing units for formerly homeless.
To do this, we are changing our laws so we can get funding out the door faster. -
We also need to change how we treat people with addiction and mental illness. To start, we are doing a lot. This past year, @SF_DPH has served:
— London Breed (@LondonBreed) May 31, 2023
-16,500 people with mental health treatment
-4,500 people with substance use treatment
We can build on that, but we need more. pic.twitter.com/X4aMjv3W9w -
Changing the conditions on our streets requires more treatment beds, focusing on high-risk overdose communities, street outreach and more. It also requires accountability. We have to change our approach so that refusing services and remaining on our streets is not an option.
— London Breed (@LondonBreed) May 31, 2023 -
We are working to change our state mental health laws, but we also must enforce local laws for those who are a danger to themselves and to others. Our goal is to get people into treatment and care, but we can’t just continue to let people deteriorate on our streets.
— London Breed (@LondonBreed) May 31, 2023 -
This budget also invests in the things that make San Francisco special:
— London Breed (@LondonBreed) May 31, 2023
- Our incredible parks system
- Our world-class libraries https://t.co/6JDY41MowN -
We’re building on landmark early education policies to expand childcare facilities, vouchers, & wages. We’re investing in our workforce so we can continue to deliver services for residents. We’re continuing our Dream Keeper Initiative to lift up our African-American community.
— London Breed (@LondonBreed) May 31, 2023 -
This budget delivers on the change we need to make San Francisco a vibrant, safe, and just city for all. We’ve got work ahead, but it’s about moving us forward and taking advantage of the moment we are in to build a stronger San Francisco.
